Health Insurance for Students in Ukraine

Health insurance is a mandatory requirement for studying and residing in Ukraine for international students. Having valid insurance ensures access to medical services and compliance with Ukrainian legislation regarding the stay of foreigners.

1. Mandatory Health Insurance
International students residing in Ukraine are required to have a valid health insurance policy for the entire duration of their studies and stay. This is stipulated by Ukrainian legislation, including the Law of Ukraine “On the Legal Status of Foreigners and Stateless Persons” and regulations issued by the Ministry of Education and Science of Ukraine.

2. State Health Insurance
International students and postgraduate students studying in Ukraine under intergovernmental agreements funded by the state budget may be eligible for state health insurance. In such cases, their medical expenses may be covered by the government or corresponding exchange programs.

3. Insurance for EU Citizens
Students from EU countries who have valid health insurance in their home country may receive medical services in Ukraine based on international agreements and bilateral health cooperation arrangements. To do this, they must provide the necessary documentation, such as the European Health Insurance Card (EHIC) or other documents confirming insurance coverage.

4. Insurance for Citizens of Third Countries
International students who are not EU citizens must independently obtain health insurance from accredited insurance companies in Ukraine. Having an insurance policy is a mandatory requirement for obtaining a long-term visa or temporary residence permit.

5. Health Insurance Application Procedure
Students and postgraduate students must apply for an insurance policy through an accredited insurance company immediately after arriving in Ukraine. The policy must cover: outpatient treatment, emergency medical care, hospitalization if necessary, and repatriation (if needed).

6. Submission of Documents to the Migration Service
When applying to the State Migration Service of Ukraine for a temporary residence permit or its extension, students must provide proof of valid health insurance.

7. Additional Requirements for Certain Categories of Students
If a student is participating in international exchange programs funded by the EU or other organizations, insurance requirements may be governed by separate agreements.
